Add Dashboard contrib tool to CTools 2.9 release

Description

Add Dashboard 1.0 to the CTools 2.9 release build, pending successful load testing. The following property will enable dashboard event processing:
disable.dashboard.eventprocessing=false

The Dashboard tool should also be stealthed

r129324 updated the sakai.properties file inside ctools-reference to mark dashboard tool as a stealthed tool, and enable dashboard processor for all servers.
