Implement SiteTypeProvider to host GradTools logic originally resides in general WSetup tool.

Description

Depending whether the user is Grad student and has setup Grad Student site or not, WSetup tool offers the choice to create "Gradtools Student" type of site, and view filter accordingly. With the impl in SAK-11251, the Grad Tool (UM specific) logic has been taken out of the general WSetup tool. Hence we need to write a provider impl to SiteTypeProvider to provide support for GradTools sites.

in r93308, the change of r90183 of https://sakaiproject.atlassian.net/browse/UMICH-327#icft=UMICH-327 is removed from ctools-provider trunk, which continues to serve as 2.7.x compatiable. Instead a ctools-providers sakai-2.9 branch is created which contains r90183 change.
