Create option for an alternative CTools Dearborn gateway page

Description

UM Dearborn would like a custom ctools gateway page, branded specifically for Dearborn. Creating the alternate gateway site would be trivial, but we would need to consider the feasibility of having the correct gateway page display when a user logs out, and any other details to be determined.
