Cannot import Test Center contents to a new/duplicate site.

Description

This bug affects production but not testctools.
It is not possible to import Test Center content (existing question pools and assessments) during or after site creation (Import from Site function) nor will the contents import when the site is duplicated. No error or alert is generated.
This bug may be intermittent as our UMD Affilate is reporting he was able to successfully import after numerous tries and has an instructor who was also successful (link to the latter site in Ticket 171837).

This issue has not been reported to Etudes as it seems to be local.

To reproduce:

Use or create a test site that has at least one assessment and one question pool. Feel free to use my Test Center Overview site in CTools Production:

Site Duplication

1) Go to the site's Site Info page and click the Duplicate Site link
2) Enter a site title, select a term and click the Duplicate button.
3) Go to the duplicated site and select Test Center from the tools menu
4) On the default Assessments page, no assessments will be listed
5) Click on the Question Pools link; no question pools will be listed

Import from site

6) Go to the duplicate site's Site Info page and click the Import from Site link
7) Click on the "I would like to merge my data" link
8) Place a check next to the site that has the existing assessment and question pool and click the Continue button at the bottom of the page
9) Place a check next to Test Center and click the Finish button
10) After the Site Info page reloads, select Test Center from the tools menu
11) On the default Assessments page, no assessments will be listed
12) Click on the Question Pools link; no question pools will be listed

Site creation

13) Navigate to your My Workspace site and select Worksite Setup from the site's tools menu
14) Click the New link, choose to create a Course site and continue though the process until you reach the Course Site Tools page
15) Place a check next to Test Center, scroll down to the Re-use Material from Other Sites You Own section and choose the Yes option.
16) Click on the site that has the existing assessment and question pool and click the Continue button at the bottom of the page
17) On the Re-use Material from Other Sites page, place a check next to Test Center and click the Continue button
18) Continue through the process and click the Request Site button to create the new Course site
19) Go to the new site and select Test Center from the tools menu
20) On the default Assessments page, no assessments will be listed
21) Click on the Question Pools link; no question pools will be listed

I am able to replicate this issue on demand. It sounds like Savitha was testing against the latest version of Mneme when she was able to import. So it seems like upgrading will resolve the import issue. Probably won't know for sure until we get it into testctools.
