Change default of msgcnt discussions email notifications to be NONE

Description

By default msgcnt will notify all users when an addition is made to a topic. Set the default value to NONE to prevent this behavior. This is not settable by property in 2.7.3.

Test by creating a new site, adding the the forums tool, going to that tool, clicking on the "watch" link and checking the value of the watch setting. The default value should vary depending on the value of the "mc.notificationDefault" property set in one of the sakai properties files. The values are:

2 - Notify me by email whenever a new message is posted
1 - Notify me by email when a thread that I have contributed to receives a new message
0 - No notification

Perhaps the wrong code was changed to address this? addresses a completely different java file. I've attached a screenshot of the Forums Watch page showing the options The default is "Notify me by email when a thread that I have contributed to receives a new message".
