Hyperlinks to edit questions in the pool and assessment are removed, when QuestionEdit property is false. The duplicate question link also removed from pool edit view.

Probably include a tool property say "masterPool", which would specify that the test-center is a master. If the questions are copied from the site containing master test-center, then the questions should be un-editable. Probably this should be controlled by another tool property like "questionEdit".

This would avoid having variants of master questions.
