Add text to CTools Worksite Setup / New site page

Description

With the latest decision by the provost that there will not be any new course sites in CTools after the Fall 2016 term, we want to reiterate this to faculty when they are creating new sites in CTools. Our ITS communication lead is drafting the text for the page. I will add the text to this Jira once the message is complete.

The requested text is:
"Starting with the Fall 2016 semester, no new course sites can be created in CTools. Canvas will host all courses starting in Fall 2016. Become an early adopter!"
