Update the ctools build scripts to point to Java_8u51

Description

As the Ctdev/Prod server currently pointing to java8_u51, It's good to keep Jenkins server to build with same version of JDK.
The fix needs to go in limpkin.dsc.umich.edu.build.properties
under the /ctools-buildscripts

1) Check the Jenkins Build http://limpkin.dsc.umich.edu:6660/job/CTools-2.9U/3/ used the JDK 8u51 as on ctdev.
