Remove deprecated iTunesU from CTools build

Description

As described in UMICH-1173, iTunesU private sites are no longer supported and the iTunesU tool has been stealthed. We need to remove the tool from the build, and add sakai.iTunesU to deprecated-tools.xml in the inactivate_tools module.The help for iTunes U doesn't need to be included in the CTools help anymore
