Melete (Modules) has support for an IMS Common Cartridge export via the UI, but not programatically.

The UI invokes an HTTP POST request to export modules to common cartridge, and repeating that same POST request to that URL doesn't download the modules content.

We need to create RESTful API or HTTP GET request to export all modules for a course site.
