Students are unable to upload files to the ckEditor within Test Center

Description

Students are unable to upload files to the ckEditor within Test Center.

Problem occurs when students are taking an assessment within Test Center, and want to upload an image file into the rich-text editor. As a student:

1. Begin taking an assessment.
2. For one of the questions with an inline component, click on the 'Image' icon within Test Center. This brings up a dialog box that allows the user to browse the server for an image file.
3. Click 'Browse Server', this launches a new window that allows the user to select from previously uploaded files or upload a new file.
4. Select 'Choose File' from the bottom of this new window.
5. Select any image file and click 'Upload' from the bottom right corner of the window.
6. This launches a dialog box with the following message: "Error on file upload. Error number: 203"

This is odd since http status code 203 actually isn't an error, just a different form of success: http://www.w3.org/Protocols/rfc2616/rfc2616-sec10.html. Perhaps this is not a http error code.
