Part of the TII LTI work has introduced an option in TII's add Assignment view that allows instructors to choose whether students can submit any file or only file types that can be processed by Turnitin. Whether this option is presented should be configurable.

A sakai.property currently exists:
turnitin.option.any_file.default=false (default)

Introduce a sakai.property:
turnitin.option.any_file.hide=false (default)
