Support LTI Encrypted secrets

Description

The LTI service in Sakai allows secrets to be encrypted in the database so that anyone getting access to them still needs access to the secret key. The turnitin code doesn't currently work with these secrets as it doesn't attempt to decrypt them.

Support for this was in Sakai 10 so it shouldn't cause a problem for deployments on 10.x
