Update maven plugin with newer dependencies and annotations.

Description

The Sakai maven plugin is still using old maven dependencies and the old JavaDoc tags. Switching to annotations means that we get type safety. Moving to the newer dependencies means we're closer aligned with the versions of maven people are running with and they hopefully have fewer bugs.
