Add support in CitationService for import/export using modified openURL format used by Google Scholar

Description

The format is described in confluence.

We need to add alternate identifiers for any tags that might be used in the GS format.

We need to add a setValues(String format, Map<String, List<String>> values) method to Citation.

We will then need code in the servlet (SLIB-94) that parses a URL for parameters, creates the citation, calls citation.setValues() with the specified values, and adds the citation to the list.
