Imported assignments should be visible as a draft to all instructors in a course site

Description

When the admin user imports an assignment into a course site, it is only visible as a draft to the admin user. When an instructor imports an assignment into a course site, the assignment is visible as a draft only to that instructor and admin (if admin is a member of that site). Imported assignments should be visible as a draft to all instructors in a course site regardless of who imports them.
