Assignments. Private Notes section should be displayed in the Instructor's view of the assignment

When private notes are set in an assignment, that information should be displayed in the assignment’s overview page.

Pictures attached belong to the istructor that created the assignment.

When settings let other instructors either see or modify those notes, this behaviour replicates 100% (meaning they can’t see the notes unless they expand student’s view of the assignment)
