Plus-LTI: when removing comments in Plus site, they are not removed from the main site

Description

This is similar to except it is only failing if a Plus site is involved and the Plus site and main site are on different servers.

If the tool and the Plus site are on the same server, the gradebook in the Plus site updates as expected, but the main site gradebook only updates the score and does not remove the comment.

In the main site, if tools are added to the same server, the gradebook is appropriately updated in the main site.

So the comments only work correctly if the lti tool and the site are on the same server.

Tested on 23x: https://qa23-maria.nightly.sakaiproject.org/ and https://qa23-mysql8.nightly.sakaiproject.org/ build: ip-172-31-7-189

The behavior is the same as for 25x for the LMS Test tool when using a Plus site but Trophy does remove the comment made in the Plus site from the main site on 23x.

As long as the tool and the site are on the same server, all is well.
