Pravin, it doesn’t reopen the comments field or the rubric if you edit or add content. When instructors are grading, they’re making some comments, closing the grader, scrolling through more of the document, then re-opening the grader. Then they need to either click on Rubric or Edit Feedback Comments in order to continue grading.

I’ve received complaints from instructors that Grader in 23.x is slower to use. A problem is that with a longer submission, instructors must close and reopen the grading panel as they scroll through the assignment. When they reopen the grading panel, they have to re-expand the section they were working on - Rubric, Feedback Comment, Private Notes. It’s extra clicks to get back to what they were working on.
If the instructor has one of those three sections open when they close grader, it should re-expand that same section when they reopen it Grader for that same student, at least within that grading session.
