Sakai Grader: Don't display empty groups in the group picker

Description

Sakai Grader allows filtering submissions by groups. In some cases, there may be empty groups that disrupt the view.

The view should avoid filtering with empty groups.

Verified, could not see the empty group on the grading screen (under settings).
