The T&L/UX group looked at this issue today. The consensus of the group is that there should always be a link to the Scores page, even when no submissions exist. This behavior would be consistent with Assignments where you can get to the submission list even when there are no submissions. Currently in T&Q, if you have one student with an assessment submission and the Scores page is visible, and then you remove that student from site, the Scores page becomes unavailable again since the count goes back to zero. We think that the Scores item in the assessment dropdown menu should always be available, and the 0 in the Submitted column should always be a hyperlink to the Scores page, regardless of the submission count.

Issue
Professor sets up a quiz. No students submit or take the quiz by the deadline. Professor has no way to issue zeroes to the students – the “Scores” option is not available.
Solution
Provide a way for an exam with no submissions to have a Scores option and ability to use the set score to zero for everyone.
