Bulk Membership: Removal of users does not work in an official site

Testing official sites with bulk membership ( )

In an official site, after the admin removes the users, they seem to disappear on refresh, but once you leave site info and then come back, the users are back also.

Deactivating users in an official site is also failing.

Manually-created sites are not affected - those users actually do get removed.

In an official site, the roster is externally maintained. Since users can't be removed from that site by Site Info -> Manage Participants, I would not expect it to be able to remove users through the Bulk Membership feature.
