That Jira you mentioned only has changes on Assignments, so it can’t be that one.

This is not an issue on 23x at this time. To test this, you need an official site with many students, TAs and instructors. When creating auto-groups for the student role only, it seems other members are counted when figuring out how many users to add to a group, and then any non-student users seem to be “added” on the create groups page with just “Student” in the row. Once the groups are created, it still shows the wrong number for the count and if you count the students in the group, it does not match up.
So far, I have only been able to reproduce this issue with “official” sites.
