Gradebook: ‘Excuse/Include Grade’ with percentage entry distorts scores

Description

For Grade Entry set to “percentages”, the ‘Excuse/Include Grade’ control will distort the score stored in the database. Refer to the test plan for details.

(This bug is especially critical for Sakai 23 and later due to the Quick Entry feature. Gradebooks with percentage entry use the same logic that is producing this bug, making the possibility of distorted scores much more widespread. Thus, this is at least a critical bug.)

After the gradebook item is re-included, the course grade is A (99%), matching what it was before the gradebook item was excluded.
