I discovered this issue while performing testing on SAK-49473 which has to do with the “Mark all as viewed” button in the “Notifications” panel, however this behavior is also being observed when selecting/activating the “Clear all” button as well.
Basically, while the “Notifications” panel/modal is expanded, selecting/activating either of the aforementioned buttons will result in the page refreshing, and focus moving outside of the modal (which remains displayed in the foreground) and jumping to the title area of the page, essentially trapping the cursor in the content of the main page (which is in the background/greyed-out portion of the screen.)
When this happens, screen reader users have to navigate through the entire page, past the contents of the footer, until they can move focus back into the still expanded “Notifications” panel, where selecting/activating the “Close this notifications panel” button is their only option (the escape key doesn’t work when this weird modal focus issue is being observed) for closing out the modal and returning focus to the user’s home page.
