Set "Custom Page Order" on the !plussite template

Description

This is simple. Back in the day, when the !plussite template was created, it was site type=null. Then in order to fix https://sakaiproject.atlassian.net/browse/SAK-49633 the site type was changed to “course”. All of a sudden the fact that “Custom Page Order” was not set in the template, caused the pages to be ordered differently than in the template. Not cool.

Tested upon Andrea’s request. Custom Page Order is checked “yes” and the page order is correct.

/ When I tested https://sakaiproject.atlassian.net/browse/SAK-49633 it also tested this JIRA as well at 36 seconds into the video you can see that the tool order is correct. Again I think you were not running for one reason or another on a fresh database.
