LTI: Debug info displaying when instructor launches any lti tool

Description

This only happens on 23x. Add any LTI Advantage/LTI 1.3 tool or a Plus site. After the instructor adds the tool to their site and launches the tool, the first thing they see is a button to proceed with the launch and --- Unencoded JWT

This code is present all the way back to 21.x - it has to do with sakai.properties settings not code version.

- I would just mark it as verified and get it back-merged and test after merge. This is very simple and low risk.

The issue only happens on 23x. 24x and 22x were fine, so I’m not sure how to verify this until it goes to 23x.
