Plus Site-GB: Not released GB item shows up in main site GB

Description

I added the Plus Site tenant on trunk-mysql8.nightly, then added the external tool, users and course site on trunk-maria.nightly. In the Plus site, I added a few gradebook items, one which was not to be released to students. On the plus site, the item does not display for the students in the GB, but it is displaying in the main site.
