This issue may be moot since the external assessment service finds collision disregarding case... so only users of a tool service could create the condition: gradebook 1 or gradebook 2 are the only current possibilities AFAICS

I think we need to consider gradebook2 taking control of the duplicate name resolution: identifying dups on load and providing a radio button list of choices for each duplication... and, once all the names are resolved by deleting or renaming, the gb would load.

Names are not cases sensitive. e.g. "Finals" and "finals" are not allowed
