Assignments: Originality Service missing from Grader

Description

The originality report should be available within the Grader. Currently, it is available from the submission list and classic grader. The instructor should be able to see the color-coded flag from the originality service (TurnItIn or other), and click on it to open the full report.

This was working in 22 prior to 22.3, but now appears to be gone. See the attached screenshot from our production 22.x instance from prior to 22.3 (It has an issue with the report section being duplicated, but the report was there. Being doubled is a less severe issue than being gone)

Verified on our dev server (23.x) as we prepare to update. The originality flag is on the Grader flyout, above the point field

Verified on 22.x on our production server. This can not be tested on the QA servers, as only Trunk has TII enabled.
