@Christina Schwiebert The admin Tag Service tool had to be added like you said (also if some properties enabled it), but we worked on making it available on sites too, which is handy for the integrations @Jesus Maria Mendez Perez mentioned (S2U-28 and S2U-32).
Previously the original Tag Service developed by Unicon were being used somewhere in Samigo, but I don’t think it was too well known in the community. We tried to extend it without changing too much in case someone is still using it, but it could see a good refactor…

@Bernardo Garcia Vila is working on adding support for tags on Private Messages and Assignments tools.
There will be a new Tags Service tool to manage the different tags.

I’ll be honest, I’ve never seen this Tag Service tool. Is it added to the admin workspace by the Sites → Add/Edit Pages workflow?

When you create a tag in a collection, you can use an already existing tag name. This can be confusing and should probably be avoided, the same way you can’t create 2 collections with the same name.
NOTE: Using taggable component although I believe it’s a different thing to the Tag Service I am referring to.
