Conversation / unable to alter options in General Settings

Description

Within settings of the Conversation tool, the option to toggle items on/off is not available. Please see attached screenshot

It looks like this was merged into 22.x from the linked Jira. I verified it on 22.x - https://qa22-mysql.nightly.sakaiproject.org/ , build 7c636d8c. The toggles look normal now.

I believe this was previously fixed on 23.x, but wasn't listed as affecting 22. It may be that whatever caused this problem has since been merged into 22.x. See https://sakaiproject.atlassian.net/browse/SAK-47759
