Notifications for files uploaded to hidden folders should be sent all site participants who have permission to view the files.

If a file is uploaded to a hidden folder oba course site, notifications are only sent to instructors and not to TAs who also (by default) have the permission to visit hidden folders & see files therein.

This would indicate that the “Read hidden resources” permission is not checked when deciding who to notify.
