Chatroom Permissions: Students get the option to delete even when permission is disabled.

Description

Students get a delete message next to ALL messages (even instructors) when permission to delete is turned off in the permissions tab. Refer to video in attachment for further elaboration.

Cannot reproduce this issue. It seems like it has already been fixed somewhere else.
