SeedSitesAndUsers job adjust the amount of content that is created by default

Description

The defaults for SeedSitesAndUsersJob were to high and it causes a lot of queries and can slow the db down.

The fix is to simply set more reasonable.

notable adjustments are:
conversation questions reduced from 100 to 10

conversations post per question reduced to 5 from 10

gradebook items reduced from 20 to 10

on 24 (both mariadb and mysql8), I checked several sites and each only had 12 users, and only 2 questions with 2 posts each. Are the seed settings different for trunk than 23?
