Dark mode: toggle button when off has a black circle on a black background

Description

The form when adding a SakaiPlus tenant has toggle buttons for Verbose Debugging (there is a typo on the form currently) and Trust Email. If the toggle is set to the off position, the circle is black on a black background.

The on position has a blue background with a white circle. I would expect the off position to also have a white circle.

Not sure what to change the component to since there is no BS5 component and it would be quite messy to just include all tools. Any suggestions?

This is using a Bootstrap 5 form element so this need to be fixed more broadly than just the code in Plus.
