Fix broken link to Profile Tool ${profileToolUrl} for admin

Description

Log in as admin. Pull up the upper right drop-down, click on Profile - 404 not found This does not fail except for admin - it happens when a user’s “home” site does not have the Profile Tool - which is the case for admin.
