Two Tests & Quizzes entries on Preferences

Remove Extra Title (Test and Quizzes) and those that are empty.

Change the order of where Assessment Availability should come before Submission Confirmation

And here's the code/file, responsible for this: samigo/samigo-pack/src/webapp/WEB-INF/components.xmland this is the code(534): <property name="sectionTitleBundleKey"><value>prefs_title</value></property>

You will notice, they both have the same title "prefs_title".

IMO, We can solve it by giving it a different name in the property(preferably a more suitable name other than test & quizzes).
