Yes, that is expected. There is code that excludes GB items added from other tools. The rationale for that is presumably because the info about those items will be archived by the respective tools themselves including the flag that they are added to GB.

Would you expect GB items created from Assignments to be included in the xml?
Currently, it seems only if the GB item was created in the GB, is it included in the XML.

Add support for archiving GradebookNG. This code was originally developed by NYU, and the GradebookNG.xml format produced is supported by the D2L Brightspace Sakai course importer.
21.x version is included in these commits in the UCT fork:
