WebContent: Error message displays the variables

Description

On trunk (23) and 22, if the user adds Web Content to their site, but does not fill out the URL properly, the error message displays the variables.

Alert: Invalid URL. If you were trying to use macros with curly braces like ${SITE_INFO} please remove them: $SITE_INFO.
