Just confirming that the issue persists on 20x and 21x (and has likewise not resurfaced on the fixed 22x and 23x, or the new 24x). Tested:

Verified on Sakai master using provided test plan. Attempting to post a blank message results in the following error on a popup:
You have not entered any content to save

A note on testing, creating a post as well as editing an existing post (in firefox) exhibited the same behavior.

Firefox users can make a post to the Commons tool (after their role has been given permissions to Create a post and Update own posts) and then delete all the text (while NOT using Ctrl-A and Backspace/Delete) and post the changes to create a blank post.
