GB: stacktrace when attempting to set a rule for a TA

Description

This is not an issue on 22. When trying to Add Rule for a TA, there is a stacktrace, both in the UI and in the server logs.

I’ll add a comment to the other Jira, but I am seeing groups now and the default selection is the group, same in a site with sections,!

The stacktrace is no longer present: 23x: https://trunk-mysql.nightly.sakaiproject.org/, build: 102fcccd

However, this is not working correctly. With groups and sections in a site, when setting permissions for the TA, there should be the option to select a group/section, (22 automatically sets the group/section that the TA is included in, but allows the instructor to choose other groups/sections/all). On trunk, the instructor is not given that option.

The video shows the behavior on 22 first (which is correct), and then the behavior on trunk.
