The property has been changed for testing to allow uploads. Copy/pasted 105 images

My users are unable to upload images in RTEs. After mentioning my findings to , she found me which is the cause of this situation.
Because I cannot copy-paste an image into the editor successfully, I will mark this Jira as QA Verification Failed. I will also add the tag qadevneeded per advice because there is some property changing needed.

Verified on trunk build 50bcb9ef. I could paste the same picture over 100 times here.

When pasting an image (Ctrl+C, Ctrl+V) in a WYSIWYG editor (e.g. when writing an answer to an essay question in asessments) you may get an error message stating "A file with that name already exists" if you have done it for the 100th time.
