GradebookNG doesn't allow imported gradebook files to contain 0 points

I was testing on Sakai 21.2 and 20.5. But since this is a contrib tool, I would expect it to happen on any version.

I’ve submitted a PR and it has already been merged into gradebook1’s 22.x code
