Make Dashboard visible by default for users

Description

Currently, dashboard is not visible by default on Nightly. You have to add the tool manually to a user every day in order to test functionality, which is kind of annoying.

Test Plan

Access a a regular user. Dashboard should be present on the workspace.

The reason Dashboard wasn’t made visible is because it wasn’t promoted to core but for 22 this should be the case.
Andrea this may have failed on 22 because the db needs to be cleared for it to insert the sql.

I removed the failed verification.
