Updated affects versions - I’m pretty sure it affects every version since the feature was introduced

Consider these sakai.properties:
If the properties are set in this manner and a user has only non-preferred category enrolments, the site title from Site Info is displayed. Even though the user does not have enrolments in the preferred category, we should still display one of their enrolled sections' title.
