changed the actions menu to buttons, but the user membership help still shows the actions menu for 22 and 23.

The User Membership help content has been updated for 22.x and 23.x in Screensteps, and the latest updates were recently merged for the 22.3 release. (Sakai 23 help content is still pending export. We need a few more content updates to be completed before exporting.)
