Non-admin accounts are unable to see or interact with Conversations after clicking on the tool.

Description

When a user logs into a course site where they're an instructor or student, they can click on the Conversations tool in the toolbar. But it brings up a blank page, with only the Sakai frame (left-hand tools, header). If someone is also an admin on the Sakai instance, they have the expected viewing experience. This only started after last Friday; last Friday multiple people with non-admin accounts were able to log in and have the expected viewing experience.

It looks like there are no default permissions set in the Conversations tool. When I added the Conversations tool to qa22, no permissions are checked in Settings.

This looks similar to the behavior you might get with mixed content (some non-https content) or blocked cookies issues.
