Create a new centralized Notifications Service that consumes event data from all tools. This service would then work with other Sakai components, such as Dashboard widgets, the new Mobile Notifications app, the new Messaging Hub, and enhanced Preferences tool options to surface notifications about new activity across all tools and give users more control over their individual notification preferences.
