Add support for associating specific competencies and learning objectives with Sakai content items and activities as well as reporting on these competencies to document student performance and mastery learning. This functionality should include the following:

• ability for admins to upload or otherwise populate the system with a comprehensive set of institutional competencies and/or learning objectives

• ability for instructors to add their own individual objectives if needed

• ability for instructors to associate any content item or activity within a site with the appropriate objective or set of objectives

• ability for instructors to run course-wide reports on student performance in relation to given competencies/objectives

• ability for admins to run institution-wide and program-specific reports on student performance in relation to given competencies/objectives
